การเขียนแบบบันทึกข้อตกลง
ข้อตกลง PA คืออะไร
PA หรือที่เรียกเต็มๆว่า Performance Agreement คือ การประเมินผลการปฏิบัติงานโดยการทำข้อตกลงการปฏิบัติงาน ซึ่ง PA คือระบบการประเมินผลการปฏิบัติงานที่มุ่งตรงสู่การบรรลุซึ่ง วิสัยทัศน์และพันธกิจ
หรือความสำเร็จขององค์กร มีการทำข้อตกลงล่วงหน้าถึงกิจกรรม ตัวชี้วัดที่จะประเมิน ตลอดจนเกณฑ์ผ่าน โดยผู้ประเมินและผู้ถูกประเมินสามารถร่วมกันกำหนด และข้อตกลงต่างๆ ต้องสอดคล้องกับคำบรรยายลักษณะงานของตำแหน่งงานนั้น และ สอดคล้องกับพันธกิจของหน่วยงาน/องค์กรนั่นเอง
ขั้นตอนการทำ PA (Performance Agreement)
• ผู้ประเมินกับผู้ถูกประเมินทำข้อตกลงประเมินผลการปฏิบัติงานตั้งแต่ก่อนเริ่มรอบการประเมิน
• เมื่อผ่านพ้นระยะการประเมินผลการปฏิบัติงาน ผู้ประเมินและ ผู้ถูกประเมิน ร่วมรับรู้ผลการประเมินพร้อมกัน รวมทั้งร่วมกัน วางแผนการพัฒนา/ฝึกอบรมผู้ถูกประเมินเมื่อมีข้อควรพัฒนา
• ผู้ประเมินกำหนดข้อตกลงการประเมินผลการปฏิบัติงานรอบต่อไปกับผู้ถูกประเมิน โดยควรครอบคลุมจุดที่ควรพัฒนา
ทำไมคุณครูต้องทำ PA (Performance Agreement)
ครูทุกคนต้องทำข้อตกลงในการพัฒนางาน (PA) กับ ผอ. ทุกปีงบประมาณ ตามแบบของ ก.ค.ศ.
และต้องได้คะแนนการประเมินไม่ต่ำกว่าร้อยละ 70 เพื่อคงวิทยฐานะ และ ใช้ในการประเมินเลื่อนเงินเดือน
ประโยชน์การทำ Performance Agreement
ผู้บริหารหรือผู้บังคับบัญชาสามารถทบทวนลักษณะการปฏิบัติงาน ของผู้ใต้บังคับบัญชา รวมทั้งการจัดสรรปันส่วนงาน เพื่อให้การ ปฏิบัติงานของบุคลากรทั้งหน่วยงานสอดคล้องกับพันธกิจของ หน่วยงาน/องค์กร
• การทำข้อตกลงการประเมินผลก่อนการประเมินผลจริง โดย ข้อตกลงเป็นที่ยอมรับทั้งผู้ประเมินและผู้ถูกประเมิน รวมทั้ง ข้อตกลงเป็นที่รับรู้ของบุคลากรในหน่วยงาน ส่งผลให้เกิดการ ยอมรับและสร้างความยุติธรรมในหน่วยงาน
• ในกรณีที่ผู้ใต้บังคับบัญชาปฏิบัติงาน 2 หน้าที่ (Dual Position) การทำข้อตกลงการประเมินผลจะทำให้สามารถแบ่งเวลาการ ปฏิบัติงานให้เหมาะสมกับงาน รวมทั้งมีความแม่นยำมากขึ้นใน การประเมินผลการปฏิบัติงาน
