ประวัติความเป็นมา การจัดงานวันข้าราชการพลเรือน

เมื่อปี พ.ศ. ๒๕๒๒ เป็นปีที่องค์กรกลางบริหารงานบุคคลต่าง ๆ ของรัฐ และสมาคมที่เกี่ยวข้องกับข้าราชการพลเรือนได้หารือกันที่จะให้มีการจัดงานเนื่องในโอกาสครบรอบ ๕๐ ปี แห่งการใช้กฎหมายว่าด้วยระเบียบข้าราชการพลเรือน ในที่สุดจึงได้ร่วมกันจัดงาน “สัปดาห์การบริหารงานบุคคล” ขึ้น ในระหว่างวันที่ ๑-๗ เมษายน จากการจัดงานดังกล่าว จึงเป็นจุดเริ่มต้นที่องค์กรกลางบริหารงานบุคคลต่าง ๆ ของรัฐและสมาคมที่เกี่ยวข้องกับข้าราชการพลเรือนได้เห็นพ้องต้องกันว่า ควรจะมีวันข้าราชการพลเรือนขึ้นมา และควรถือเอาวันที่ ๑ เมษายน เป็น “วันข้าราชการพลเรือน” เหตุผลที่ต้องเป็นวันนี้ก็เพราะเป็นวันที่ได้มีการประกาศใช้บังคับกฎหมายว่าด้วยระเบียบข้าราชการฉบับแรก คือ พระราชบัญญัติระเบียบข้าราชการพลเรือน พุทธศักราช ๒๔๗๒

คือผู้ที่ถือปฏิบัติตามระเบียบและแบบธรรมเนียมอันดีงามของสถานศึกษาและถ่ายทอดวิชาความรู้โดยไม่บิดเบือนและปิดอำพราง ไม่นำหรือยอมให้นำผลงานทางวิชาการของตนไปใช้ในทางทุจริตหรือเป็นภัยต่อมนุษย์ชาติ ครู คือ บุคคลที่มีหน้าที่ หรือมีอาชีพในการสอนนักเรียน เกี่ยวกับวิชาความรู้ หลักการคิดการอ่าน รวมถึงการปฏิบัติและแนวทางในการทำงาน โดยวิธีในการสอนจะแตกต่างกันออกไปโดยคำนึงถึงพื้นฐานความรู้ ความสามารถ และเป้าหมายของนักเรียนแต่ละคน คำว่า “ครู” มาจากศัพท์ภาษาสันสกฤต “คุรุ” และภาษาบาลี “ครุ, คุรุ” ครูต้องรักและเมตตาต่อศิษย์ให้ความเอาใจใส่ ช่วยเหลือส่งเสริมให้กำลังใจในการศึกษาเล่าเรียน โดยเสมอหน้าอาทิการสร้างความรู้สึกที่เป็นมิตร เป็นที่พึ่งพาและไว้วางใจได้ของศิษย์? นรีรัตน์ นาครินทร์
